Assistant young head of Kimoto Kogyo, Naraoka (Kazuya Kimura), was caught just before he was about to kill the balls of Gunji (Riki Takeuchi), the head of the Kujukai Kujukai family, a rival organization. When he is released from prison, the government has switched to a policy of coexistence and co-prosperity, and there is no place for Naraoka.
