Agriculture: where did Europe's billions go?

You will have heard of the CAP. The Common Agricultural Policy is the second largest budget in Europe, with 55 billion euros paid out each year. And, above all, France is the first country to benefit from it, with 9 billion euros per year. But, strangely, this money does not always go to farmers. In France, some farmers receive nothing, while large groups pocket several million euros in subsidies per year. The CAP is therefore inequitable, since half of the subsidies allocated go to 20% of the beneficiaries, while 80% have to share the rest.
